On June 19, 2019, the Ministry of Economy and Finance held a consultation workshop on the Draft Law on Public-Private Partnerships (“Draft Law”). The Draft Law aims to establish the framework for the preparation, implementation, administration, monitoring, and procurement of Public-Private Partnerships (“PPP”) projects. The Draft Law will govern the contracts on PPP projects entered between the public and private sectors for the provision of public infrastructure and/or services. The Draft Law stipulates the overall framework and the foundation of the standard operating procedures, while leaving the details of the procedures to be set forth in the subsequent sub-decrees following the promulgation of the law. Once promulgated, the law will entirely repeal and replace the Law on Concessions dated 19 October 2007.

The Draft Law is expected to officially pass by the end of this year or early next year.
